AI Trilemma

The basis for developing the rating based on the AI Trilemma Index (WAITI) was inspired by the World Energy Trilemma Index (WETI), which since 2010 has been published by the World Energy Council trilemma.worldenergy.org This index evaluates a country's ability to balance between three key aspects such as energy security, i.e., stable energy supply, energy access, i.e., equality of access and price affordability, environmental sustainability, i.e., possible reduction of the impact of energy on the environment. The calculation uses 32 indicators, including an added block of macroeconomic conditions related to country characteristics, including data on governance quality, corruption, stability of conditions for investment.

The UN General Assembly resolution A/RES/79/325 adopted on August 26, 2025 - "Resolution on AI modalities" "emphasizing that artificial intelligence systems must be safe, secure and reliable, their lifecycle must include stages of preliminary design, design, development, assessment, testing, deployment, use, sale, procurement, operation and decommissioning, they must be human-centered, reliable, explainable, ethical, inclusive, based on comprehensive compliance, promotion and protection of human rights and international law norms and used in accordance with the principle "artificial intelligence for the benefit of all and everyone" in the name of realizing the concept of a people-centered, inclusive and development-oriented information society, taking into account that this resolution is dedicated to international cooperation in the field of enhancing artificial intelligence capabilities in the non-military sphere and does not concern the development or use of artificial intelligence for military purposes, particularly noting that member states must have equal opportunities in the design, development, deployment, decommissioning and use of artificial intelligence, while respecting intellectual property rights and fostering innovation", as well as "recommends to governments, the private sector, international, regional and subregional organizations, civil society, the media, scientific and educational and research institutions, technical communities and individuals to strengthen international cooperation in enhancing artificial intelligence capabilities".
