The opening of the International Research Center (IRC) in various countries by 2027 with a network of similar sites such as Aibrazil, Aiindia, Aichina and others demonstrates a global vision. This research project aimed at creating an influential international digital platform to shape the discourse on the harmonious and balanced development of AI will benefit the entire planet.

The Institute for Strategic Research (ISR) consortium is conducting research within the framework of the "Physics of Open Systems" project. The project is dedicated to the development of a new post-cybernetic paradigm of systems science which offers a new approach to solving problems of cognition, scientific understanding, and rational explanation of the phenomenon of open systems complexity. The "concept of complexity" through the role of the observer as an active participant included in a network of interactions lies in the reality of constructing processes of communication and self-organization. Discussion analysis is recorded using technical means, information and digital technologies using digital feedback mechanisms and modeling processing with the open-source H2O AutoML software library which incorporates modern machine learning algorithms for practical business problems. This open-source software solution has been used for analytics since 2015. The final Index and Rating calculation results are open and public while the calculation formula and data sources are the author's own proprietary information, confidential information and closed databases in each region and country collected by partners - members of the IRC GR. Research methods and techniques and analytical-expert development of the WAITI rating based on the "AI Trilemma" index include a sociological survey conducted on the digital expert-analytical platform Polilogia.ru. Research and analysis on the social parameters "attitude towards AI" and "AI influence" in management based on the organized principles of A.A. Bogdanov's tectology, V.A. Yadov's dispositional concept and the Russian school of subjectivists. Methodologically the "AI Trilemma" Index (WAITI) is based on the "triune bottom line" concept: the balance of development is understood as a balance of three directions: "human-centeredness of AI," "AI sovereignty," and "the power of IT infrastructure." Data collection for the Index and construction of the Rating is carried out from available sources of information in the three above-mentioned directions.
